If you simply want to play the 1 or 2 player modes then the 'normal'
setup with 2 controllers as as shown on the right is fine.
All of the Fifa Soccer games (Fifa International Soccer, Fifa Soccer '95,
Fifa Soccer '96, Fifa '97 Gold Edition, Fifa Road to World Cup '98) also
support up to 4 Players, and they expect a Multi-Tap to be connected on
Port1 with 4 controllers as shown below. |

In the Controller Settings window select
Teamplayer on Port 1 and setup your Keys/Joypads for Player
1 (Player1), Player 1-B (Player 2), Player 1-C (Player
3) and Player 1-D (Player 4). You can save this setup to a file, for
example "Fifa.cfg" using the Save Config... option for later
use. You will need to reset (press Tab) for the changes to take effect.
This configuration also works in the 1, 2 and 3 Player modes using the
controllers in Player 1 (Player 1) and Player 1-B (Player 2)
and Player 1-C (Player 3).
