Sonic's Secrets: College Slam.

At the title screen, press:

Up, Down, Left, Right, Up, Down, Left, Right.

and you'll get several new teams to choose from!

At the team match-up screen, start rotating the D-Pad in a clockwise 360 degree motion until the ball is thrown.

When the game starts your player will have the whirlwind option for the entire game.

NOTE: This cheat doesn't work in tournament mode.
